There are two main approaches to parking management:

  • 1. The available parking spaces are allocated amongst employees using set criteria
  • 2. Employees can rent a parking space from the company (paid parking). This system can be static (each employee pays the same amount) or dynamic (the amount depends on salary)

The best solution is a combination of criteria based and paid parking. If paid parking has been chosen the attention must be given to what income is used for. Greatest acceptance will be gained when income is used for promotion and support of alternative modes of transport (eg financing company season tickets for public transport or company buses).

Parking management is also the most delicate and tricky measure. You need firm principles and commitment when implementing it. Greatest attention must be paid to develop a fair and transparent system to ensure equal treatment of each employee.

Examples for criteria for parking allowance:

  • necessity of car use for work (e.g. at least 3 times per week)
  • physical disability
  • social hardship (e.g. single parent with two children of school or nursery age)
  • availability of alternative modes of transport. How easy is it to use alternative modes?
    • dependence on distances on shorter trips (the bicycle is the alternative mode of transport)
    • dependence on door-to-door-time spent in traffic with alternative modes of transport for longer distances (collective transport is the alternative mode of transport)
  • preferential parking for car-poolers
